Victor Dovhan

Former Vice Minister of Infrastructure of Ukraine from 2016 to 2019

He is a graduate of the Ivan Franko National University of Lviv, where he earned a bachelor's degree in law in 2001, and the University of Bonn, where he earned a master's degree in law in 2002. He received his PhD in 2006 from the Institute of International Relations at Kiev's Taras Shevchenko National University. As an expert in economic and commercial law, he worked at the Legal Advisory Center for Ukrainian-European Policy (UEPLAC) from 2002 to 2004, analyzing legislation and harmonization with EU law. He was a professor at the Kyiv-Mohyla Academy (2009-2014) and the Kyiv Institute of International Relations (2014-2016). He is currently president of the Center for National Transport Strategy, where he provides investment advice to, among others, the IFC, the EU Delegation and international companies in the preparation of infrastructure projects.
